This is the fourth part of a new series of making The Evil Queen from Disney's Snow White. This version is from the Tokyo DisneySea Villain World Show! In this tutorial I demonstrate how to make the standing collar. It feels similar to a Victorian collar. This would also be great for Halloween, cosplay, or comic con.
